Dear Energy Policy Office, Department of Commerce,

The Clean Energy Transformation Act will transition our electricity grid to 100% clean energy in a way that reduces climate pollution, invests in Washington’s workers, and addresses historic inequities. It is part of the foundation for transitioning our economy to clean and renewable energy.

Under the 100% clean law, all electric utilities in Washington must provide assistance to low-income households. Energy assistance programs by utilities should include weatherization, conservation and energy efficiency programs, discounts for lower-income households, and direct customer ownership in energy resources. The legislature recognized that the inequitable burden of energy costs is making it harder for folks to make ends meet, and that utilities need to make changes in order to address the problem.
  
In developing the guidance, I urge Commerce to clarify that energy assistance for low-income households makes a significant difference in reducing energy burden. This includes having utilities engage with their customers who face a high energy burden in designing assistance programs, and evaluate their programs over time in order to assess whether progress has been made. This also includes defining energy assistance in a broad way that includes weatherization, conservation and energy efficiency programs, discounts for lower-income households, and direct customer ownership in energy resources.

Only by making our energy system fairer and more just will we be able to face the challenge of climate change together.
