Transportation pollution contaminates our air, our water, and the health of our communities. It is the largest contributor of climate pollution to our air and the largest source of polluted stormwater runoff to our water. By passing a Clean & Just transportation package, Washington State can tackle transportation pollution at its sourceand create a a cleaner and more equitable transportation system for all.

Both the House and Senate put out their package of transportation investments, and we'd like to see more. One thing is for sure: we need as many people as possible to contact their legislators and push on a clean & just transportation package!

Dear Legislators,

People across Washington State depend on a reliable transportation system to get to work and school, and to connect with their communities. That is why I am urge you to move forward on a new transportation package. A transportation package should ensure that carbon revenue reduces carbon emissions and that gas tax revenue addresses the damages of our highway system, such as polluted stormwater runoff.

I urge you to pass a transportation package that reduces climate pollution and invests in communities by incorporating key parts of the Miles Ahead Washington approach towards investing in a healthier, more sustainable transportation system. Key elements include:

-	The new Connecting Community Grant, which puts a strong focus on environmental justice communities, and a focus on equity – this program should be scaled, applied to the full package, and include unmet ADA compliance need; 
-	$3B in transit investments, funding Green Transit Grants, Special Needs Transit, Transit Fare Access Grants, and Bus & Bus Facility Grants and Transit Projects; and  
-	Increased investments in bicycle and pedestrian safety, an important start in addressing the significant identified needs.

I urge you to consider this the floor and move ahead towards a truly clean and just future. Due to decades of underinvestment, there are tens of billions in unmet mobility and mitigation needs for communities that have borne the brunt of harmful transportation impacts. As such, I strongly advocate that this package:

-	Further prescribe how investments will benefit impacted communities. Connecting Communities and funding to increase diversity in contracting are critical and I urge you to ensure that at least 35% of all investments are directed toward those who have been most impacted. 
-	Invest in salmon recovery and water quality and ensure that this package comprehensively addresses polluted stormwater runoff, is applied at a watershed level, and that investments align with and protect tribal treaty rights. 
-	Fund direct transit service and operations. We know transit is essential to our economy, and that people who cannot drive across the state need reliable, frequent transit service. The state should step up and fund a baseline level of transit service.
-	Fund road maintenance, not new highways. We have invested for decades in a vast system of highways and roads; it’s time to focus on repairing what we have, not continuing to build projects that will create additional harmful impacts. 
-	Fund performance evaluation. To truly make progress, we must understand how investments help us meet policy goals around sustainability, safety and more. Continue WSDOT’s work on developing performance evaluation for transportation projects.

Please move a package forward that reduces climate pollution and invests in communities.
